That is how many first-page Clutch reviews name PHP across the twenty firms on this Top 20 PHP Web Development Companies in USA list, against 70 that name WordPress and 24 that name Drupal (Clutch profiles). You are unlikely to buy “PHP” at all. You will buy a WordPress site, a Drupal platform or a Laravel application that runs on it, and PHP sits under 69.8 percent of the websites whose server language W3Techs can identify (W3Techs). What the reviews never mention is the runtime underneath: PHP 8.2 stops receiving security fixes on 31 December 2026 (PHP), and 35.8 percent of PHP sites W3Techs detects still report version 7 or older (W3Techs).

So choose the CMS first, then ask about the runtime.

PHP in 2026: under most of the web, and under a deadline

PHP is still the web’s main server language. W3Techs finds it on 69.8 percent of the websites whose server-side language it can identify (W3Techs). Most of that is WordPress, which runs 58.7 percent of websites with a known content management system and 40.2 percent of all websites (W3Techs). Drupal is far smaller, at 0.9 percent of CMS sites (W3Techs), but on this list it is the platform of choice for government, education and nonprofit clients.

A third of it is running old code. Of the PHP sites W3Techs detects, 64.3 percent report version 8, 27.9 percent version 7 and 7.8 percent version 5 (W3Techs). Every release before 8.2 is already past its security support.

PHP runs on a fixed calendar. A new version ships every November. Each gets two years of active support and two more of security fixes. PHP 8.2 security support ends on 31 December 2026, the same day PHP 8.4 leaves active support. PHP 8.3 is secured until 31 December 2027, 8.4 until 31 December 2028 and 8.5, released on 20 November 2025, until 31 December 2029 (PHP).

The CMS on top has its own calendar. Drupal 10 reaches end of life on 9 December 2026, the same week Drupal 12 is due (Drupal.org), and WordPress ships a major release several times a year (endoflife.date). A PHP upgrade usually means checking every plugin and module against the new version first.

So a PHP brief needs three answers before any firm is compared: which CMS or framework the site runs, which PHP version the server runs today, and who will move both before their support ends.

What PHP web development costs in the US

PHP pay is unusually consistent. Three sources for the same kind of engineer sit within $5,592 of each other.

Indeed reports $87,058 for a PHP developer, from 270 job-posting salaries, updated 21 September 2026 (Indeed). PayScale reports an average base salary of $88,000 for the PHP skill, from 2,053 people, updated 8 July 2026 (PayScale). The Bureau of Labor Statistics puts the median web developer at $92,650 in May 2025 (BLS).

Salaries agree; agency rates do not. The twenty firms here publish bands from under $25 to $199 an hour. Fourteen publish $100 or more, and ten sit in the $150 to $199 band. The median minimum project is $25,000, from $1,000 to $75,000 (Clutch profiles, read 28 September 2026). Eight report a most common project of $50,000 to $199,999, and two report one above $200,000.

The gap between a $90,000 salary and a $175 hourly rate is mostly design, strategy and project management. Many firms here are design-led agencies whose PHP work sits inside a larger website engagement. Eight factors decide where a PHP quote lands.

The platform comes first: WordPress, Drupal, a Laravel or Symfony application, or custom PHP. Then the starting point, a new build or an upgrade of an old PHP and CMS version; design and UX depth; the number of plugins or modules; integrations such as CRM, search and payments; hosting and the PHP version it runs; accessibility; and the support terms. Ask every vendor to price the PHP and CMS upgrade as its own line.

We used Clutch’s directory of PHP developers in the United States, sorted by Clutch Rank and read on 28 September 2026. It lists 3,375 firms. One paid “featured” row sat above the organic list that day, and we left it out. Firms 2 to 21 below are its top 20 organic results in Clutch Rank order.

Brain Station 23 is placed first because we publish this article. We are US-headquartered, and PHP is 12 percent of our published Clutch languages, but Clutch’s ranking did not place us in its top 20 and we are not claiming it did.

What the twenty profiles show

Most of these firms are CMS agencies. Seventeen of the twenty list WordPress in their CMS split and ten list Drupal; twelve lead with WordPress and seven with Drupal. Only eight list Laravel. The directory behind them is enormous and thin. Across all 3,374 US firms we read, the median puts PHP at 25 percent. Of the 154 firms that list PHP as their only language, 120 have no reviews, and 1,778 firms in the directory have no reviews at all. A Top 20 PHP Web Development Companies in USA list built on ratings will favour established agencies over PHP specialists with no track record on Clutch.

Clients name the CMS, not the language. Of 196 first-page reviews, six name PHP and none names a PHP version. Seventy name WordPress, 24 name Drupal and two name Laravel. The runtime question has to come from you, because it will not come up in a reference call.

Cost is the weak sub-score again. Among the 18 firms whose sub-scores differ, Cost is the lowest or joint lowest for 14, and Schedule for eight. Three firms have fewer than ten reviews: Modern Tribe with five, Third and Grove with eight and Workhorse with nine.

Step 1: Name the platform. WordPress, Drupal, Laravel or custom PHP. This list splits cleanly by CMS, and a strong WordPress agency is not automatically a Drupal one.

Step 2: Decide how much design you need. Several firms here are design studios with PHP inside the engagement; others are engineering teams. Price them differently.

Step 3: Match your budget to the minimum. Minimums run from $1,000 to $75,000, and ten firms charge $150 to $199 an hour.

Step 4: Ask for the runtime plan. Ask which PHP version your site will run on at launch and when the vendor will move it next. PHP 8.2 support ends on 31 December 2026 (PHP).

Step 5: Ask for the plugin or module policy. How many plugins will the build use, who vets them, and how fast are their security updates applied.

Step 6: Ask who owns the accounts. Hosting, domain, repository, premium plugin licences and the CMS admin should be in your name from day one.

Step 7: Buy a paid audit for existing sites. A short fixed-fee audit of the PHP version, CMS version and plugin list shows the real size of the job before you fund it.

Fixed price moves overrun risk to the vendor, who prices it in. It suits a new website with settled designs. It fails on upgrades of old sites, where broken plugins only show up once work starts.

Time and materials keeps the risk with you. It suits upgrades and applications still finding their shape. Cap each phase and review burn every week.

Support retainer covers PHP and CMS updates, plugin security patches, uptime monitoring and a block of change requests. For WordPress, this is the contract that matters most.

The technical question: keeping a PHP site on supported versions

A PHP site that has not been touched for two years is usually behind on the PHP runtime, the CMS core and a dozen plugins at once. The order of the work decides whether it is a planned upgrade or a rebuild.

Step 1: Record the current versions. PHP, the CMS core, every plugin or module and the theme. Most upgrade quotes go wrong because this list was never made.

Step 2: Remove what is not used. Every inactive plugin or module is code that still needs patching. Patchstack found 91 percent of new WordPress vulnerabilities in plugins in 2025 (Patchstack).

Step 3: Update the CMS core. Move WordPress to its current release, and move Drupal 10 sites to Drupal 11 before Drupal 10’s end of life on 9 December 2026 (Drupal.org).

Step 4: Test on the target PHP version. Run the site on PHP 8.4 or 8.5 in staging, fix deprecation warnings and replace plugins that fail. PHP 8.4 is secured until 31 December 2028 and 8.5 until 31 December 2029 (PHP).

Step 5: Move the server. Switch production to the tested PHP version, with a rollback plan, well before 31 December 2026 if the site is on 8.2.

Step 6: Put the plugins on a patch schedule. Automatic minor updates for trusted plugins, and a set number of days for security releases for the rest.

Step 7: Schedule the next round. A new PHP version ships every November. Budget one PHP upgrade a year or two, not one a decade.

Red flags: eight answers to walk away from

Each of these answers should end the conversation, or at least change the contract.

“The PHP version is the host’s problem.” It decides whether the site is supported at all.

“PHP 7 is fine for now.” Every PHP 7 release is past security support (endoflife.date).

“We’ll add a plugin for that.” Each plugin is a patching obligation; ask how many the build will use.

“We update plugins monthly.” The weighted median time to first exploitation of heavily exploited WordPress flaws is five hours (Patchstack).

“Drupal 10 has years left.” It reaches end of life on 9 December 2026 (Drupal.org).

“The premium plugins are on our licence.” Updates stop when the licence leaves with the agency.

“We host it for you.” The hosting account and domain should be yours.

“We’ll rebuild it rather than upgrade.” Sometimes right, but ask for the cost of both.

A build quote covers the build. Ask for the recurring number before you sign, and compare vendors over three years.

Plugin and core security updates come first, then hosting, premium licence renewals, the PHP upgrade that arrives every year or two, backups and uptime monitoring. Change requests usually outgrow everything else by year two.

Security is a recurring cost

The PHP ecosystem is patched constantly. Patchstack counted 11,334 new vulnerabilities in the WordPress ecosystem in 2025, 42 percent more than in 2024, and found that 46 percent had no fix from the developer by the time they were disclosed (Patchstack). PHP itself carries critical flaws too: CVE-2024-4577, a 9.8-rated argument injection bug in PHP-CGI on Windows, was added to CISA’s exploited list three days after it was published (NVD; CISA).

Patchstack puts the weighted median time to first exploitation of heavily exploited flaws at five hours (Patchstack). A monthly update window does not cover that risk. Write a patch window, in days, into the support agreement, and pay for a web application firewall or virtual patching on sites that handle logins or payments.

Accessibility is legal exposure

WebAIM found detected WCAG 2 failures on 95.9 percent of the top million home pages in 2026 (WebAIM Million 2026), and more than 5,000 digital accessibility lawsuits were filed in 2025 (UsableNet). Name WCAG 2.2 AA in the contract, test themes and plugins with a screen reader in the definition of done, and treat overlay widgets sceptically.

How to leave without losing the site

Confirm, in writing, that the repository, hosting, domain, licences and admin account are already yours. Trigger the transition hours while the relationship is still cordial. Ask the departing team to record walkthroughs of deployment, custom plugins and any upgrade still in progress, and to deploy once in front of your staff.

On the last day, remove the departing team’s CMS, hosting and repository access, and rotate every password, API key and database credential they could have seen.

Hire in-house or hire a PHP web development company

The comparison starts with the wage. Indeed reports $87,058 for a PHP developer and PayScale $88,000 for the PHP skill (Indeed; PayScale). That is before benefits, recruiting and the time to hire, and one developer rarely covers design, content and upgrades together.

Hire in-house when the site or application is your product and changes every week. Knowing the codebase and the content is the asset.

Hire an agency for a redesign, a Drupal 10 migration or a PHP upgrade with a clear end, with the accounts in your name and transition hours in the contract.

Mix the two when you have a web lead but not enough engineers. Staff augmentation fills the gap during an upgrade, and your lead keeps the release decisions.
