The salary sites, for once, agree. PayScale, Salary.com and ZipRecruiter put a US JavaScript developer between $100k and $106,583 a year, a gap of barely $6,600. The agencies on this Top 20 JavaScript Development Companies in USA list do not agree at all: their published bands run from under $25 to $300 an hour (Clutch profiles, read 14 September 2026).

The difference is not the language. It is what the firm is selling. A $20 hour and a $250 hour can both be JavaScript, but one is a staffing rate and the other is a design agency’s retainer with strategy, UX and account management inside it.

This guide shows which is which, what the work should cost, and which JavaScript estates are already out of support. It also covers the part that decides the next three years: who owns the npm packages and the repository, what recurs after launch, and how to leave without rebuilding the front end.

JavaScript in 2026: everywhere, and older than it looks

JavaScript is the one language nearly every web project touches. W3Techs reports that 98.9% of all websites use it on the client side (W3Techs). In the 2025 Stack Overflow Developer Survey, 66% of respondents used JavaScript and 43.6% used TypeScript (Stack Overflow Developer Survey 2025).

What developers choose and what the web actually runs are two different pictures. Among respondents to the survey’s framework question, 44.7% used React and 20.8% used Next.js. On live websites, W3Techs counts React on 6.0% and Next.js on 3.4%, while jQuery, the library most modern teams have left behind, still appears on 65.7% (W3Techs).

W3Techs measures what it can detect on public sites, and many React applications sit behind logins, so treat those shares as a signal rather than a census. The gap still matters to a buyer. Much of the JavaScript in production today was written for a previous generation of tools.

Some of those tools have already stopped receiving fixes. Vue 2 reached end of life on 31 December 2023, with no further security or browser compatibility updates (Vue). Angular states that “Angular versions v2 to v19 are no longer supported”, and it now ships a major release every 12 months with 12 months of active support and 12 of long-term support (Angular). On the server side, Node.js 20 reached end of life on 30 April 2026 (Node.js Release schedule).

So brief a vendor with the versions you run today, not just the features you want next. The first quote should say what has to be upgraded before anything new can be built.

What JavaScript development costs in the US

Start with salaries, because this time they give a firm anchor.

PayScale reports an average base of $100k for the JavaScript skill across 20,582 profiles (PayScale, updated 14 July 2026). Salary.com reports $106,567 as of 1 September 2026, with the middle half earning $96,604 to $115,212 (Salary.com). ZipRecruiter reports $106,583 as of 14 September 2026 (ZipRecruiter). The Bureau of Labor Statistics median for all software developers was $135,980 in May 2025 (BLS).

Agency rates tell a very different story.

A tight salary range with a wide rate range means the hour is carrying different things. At the low end, it is mostly engineering time. At the high end, it includes design, strategy, project management and a US team. Neither is wrong, but a buyer comparing hourly bands without asking what is inside them is comparing different products.

The starting point comes first: a new build is cheaper to estimate than a jQuery or AngularJS estate that has to be migrated. Framework choice follows, then design depth, since custom UX and motion are where agency hours go. Content platform and CMS integration, the backend and APIs, and third-party integrations add their own scope. Accessibility testing and performance targets finish the list. Ask each vendor to price those lines separately, and a $25 quote and a $175 quote become comparable.

Clutch has no separate US page for JavaScript, so we used Clutch’s JavaScript developers directory filtered to the United States and sorted by Clutch Rank, read on 14 September 2026. The filter lists 3,759 firms, out of 22,613 worldwide. The second row was a paid sponsor placement, Vention, which we left out. Firms 2 to 21 below are the next 20 in Clutch Rank order.

Brain Station 23 is placed first because we publish this article. We are US-headquartered and Premier Verified on Clutch, but JavaScript is 2 percent of our published language split, far below every firm below, so the directory’s ranking did not place us in its top 20 and we are not claiming it did.

We tallied the published data behind all twenty profiles. None of it is a ranking. It shows what normal looks like, so you can spot a quote that is out of line.

The market splits into staffing firms and agencies. Eleven firms publish a band under $100 an hour, and six publish $150 or more, with LLT Group at $200 to $300. Minimums run from $1,000 to $50,000, with a median of $10,000 (Brain Station 23 analysis of Clutch profiles, read 14 September 2026).

The high end is dominated by design-led agencies. Storm Brain, LLT Group and Urban Insight lead with web design, strategy or marketing, and XWP and Oshyn with enterprise platforms. Their hours include work a staffing rate does not.

JavaScript focus varies widely. JavaScript’s share of each firm’s language split runs from 15 to 100 percent, with a median of 37.5 percent. Valor Software, The Frontend Company and Bilberrry put it at 70 percent or more. Seven firms also list TypeScript.

Five firms list no JavaScript framework. XWP, Storm Brain, Oshyn, LLT Group and Toptal publish no JavaScript framework in their split. React is the most common, listed by thirteen, followed by Node.js at ten and Angular and Next.js at five each. Cost is the weak score. Overall ratings run from 4.7 to 5.0. Valor Software’s profile showed no sub-scores, and HTMLPanda scores 5.0 on all four. Of the remaining eighteen, Cost is the lowest or joint-lowest for sixteen; only Scopic and Bacancy break the pattern.

The cautions are about scope and process. Clutch’s review summaries flag budgets, estimates, scoping or timelines for six firms, communication or process for four, and design time, proactivity or tooling for six. Two firms, 2muchcoffee and LaunchPad Lab, are flagged on testing.

Most are small. Fourteen of the twenty have fewer than 250 staff. Six list a location outside the US, from Quito to Kyiv to Ahmedabad.

How to shortlist a JavaScript development company

Start with the filter that removes the most firms, and save the long calls for the few that remain.

Step 1: Decide whether you are buying engineering or an agency. A front-end build for an existing product and a new marketing website with SEO point at opposite ends of this list.

Step 2: Match budget to minimums and bands. Ten firms publish a $10,000 minimum. A $100 an hour ceiling removes eight.

Step 3: Check framework depth. Ask which framework each firm would use, and prefer firms whose published split includes it.

Step 4: Ask about your current versions. A firm should say what it would do with jQuery, AngularJS, Vue 2 or an old Node.js runtime before quoting new features.

Step 5: Read sub-scores and review summaries. Cost and Schedule tell you more than a 4.9.

Step 6: Buy a small milestone. A paid audit of your front end or a single feature shows how the team works before you commit.

Fixed price puts overrun risk on the vendor, which prices that risk in. It suits a website or a well-specified feature with approved designs. It fails when the design is still moving.

Time and materials puts the risk on you in exchange for flexibility. It suits product work and migrations. Review spend weekly and cap each phase.

Dedicated team gives you a standing group on a monthly fee. It suits a product with a steady roadmap and regular framework upgrades. Ask for named people and a replacement clause.

Staff augmentation adds engineers to your team while you keep delivery control. The Frontend Company, Valor Software, Bacancy and Brain Station 23 publish staff augmentation work. It fails if nobody in-house owns front-end architecture and code review.

The technical question: migrating an older JavaScript estate

Much of the JavaScript in production was written for tools that are no longer supported, and the migration has an order.

Vue 2 has received no updates since 31 December 2023 (Vue). Angular versions 2 to 19 are unsupported, Angular 20’s long-term support ends on 28 November 2026, and Angular 22, released on 3 June 2026, is supported to June 2028 (Angular). Node.js 22 reaches end of life on 30 April 2027 (Node.js Release schedule).

The legacy code also costs you in accessibility. In the WebAIM Million 2026, home pages using AngularJS averaged 76.6 detected errors and pages using jQuery 64.9, against an overall average of 56.1. Pages using React averaged 43.5 and Next.js 40.9 (WebAIM Million 2026). WebAIM reports association, not cause, but the direction is consistent.

The steps, in the order that keeps them cheapest:

Step 1: Inventory. List every framework, library and Node.js version in production, including build tools and CI images.

Step 2: Fix the runtime first. Move Node.js to a supported LTS so the build tooling can run current packages.

Step 3: Update dependencies. Remove abandoned packages and resolve audit findings before touching the framework.

Step 4: Migrate incrementally. Replace AngularJS, Vue 2 or jQuery components one area at a time behind the existing routes, rather than rewriting the whole front end.

Step 5: Test accessibility as you go. Add automated checks to CI and manual screen reader checks for each migrated area.

Step 6: Schedule the next upgrade. With Angular on a yearly major and Node.js on a fixed LTS calendar, put the next dates in the plan now.

“We will rewrite it all.” Ask for an incremental migration plan first.

“Framework choice does not matter.” It decides who can maintain the code later.

“Your AngularJS app is fine.” It is outside support.

“We publish packages from our npm account.” Packages belong in your organisation.

“We update dependencies when something breaks.” Ask how they are pinned and reviewed.

“No design sign-off needed.” A fixed price without approved designs is a guess.

“Accessibility is handled by a plugin.” Ask which standard, such as WCAG 2.2 AA, and how it is tested.

After launch: what the build quote leaves out

The recurring lines are framework upgrades, Node.js runtime upgrades, dependency updates and security patches, hosting and CDN, CMS and third-party subscriptions, accessibility testing and change requests. Get the recurring number in writing before signing, and compare vendors on three years of total cost.

Security is a recurring cost

Every modern JavaScript project installs from npm, and npm is where attackers concentrate. Sonatype logged 1.8 million malicious packages by the end of Q2 2026, and npm accounted for 96.6% of the malicious package counts that quarter (Sonatype). After the Shai-Hulud worm compromised more than 500 npm packages in September 2025, CISA told organisations to pin dependencies, rotate developer credentials and require phishing-resistant multifactor authentication (CISA).

Timing makes it harder. Google Cloud’s M-Trends 2026 estimated the mean time to exploit at minus seven days (Google Cloud), and the average US data breach cost a record USD 11.5 million in IBM’s 2026 report (IBM Cost of a Data Breach Report 2026). Ask vendors how dependencies are pinned and reviewed, whether install scripts run in CI, and how fast a critical fix reaches production.

Accessibility is legal exposure

The front end is where accessibility claims land. WebAIM found detected WCAG 2 failures on 95.9% of the top million home pages in 2026 (WebAIM Million 2026). More than 5,000 digital accessibility lawsuits were filed in 2025, and 46 percent of federal cases involved repeat defendants (UsableNet).

Write a named standard such as WCAG 2.2 AA into the contract rather than the word “accessible”, test components with a screen reader as well as automated tools, and treat overlay widgets sceptically.

On the last day, remove the departing team from every account, revoke their npm and deployment tokens, and rotate every API key and secret they could have seen.

Hire in-house or hire an agency

The honest comparison starts with the wage. The three salary sites above put a US JavaScript developer at $100k to $106,583, and the BLS median for all software developers was $135,980 in May 2025 (BLS), before benefits, recruiting and equipment.

Hire in-house when the JavaScript product is the business, changes every sprint, and you can keep at least two engineers who know it well.

Hire an agency for a website, a redesign, a bounded migration, or design and strategy skills you need for months rather than years. Keep the accounts in your name so the choice stays reversible.

Combine the two when you have a front-end lead but need capacity. Staff augmentation or a dedicated team adds engineers without handing over the architecture.
