Nine months after launch, a script nobody on your team added is running on the checkout page, the payment plugin is two versions behind, and the agency that built the store bills maintenance by the hour.
That scene is a composite, not a client, and it is the risk this Top 20 WooCommerce Development Companies in USA guide is written around. Each part of it is on the record. Patchstack counted 11,334 new vulnerabilities in the WordPress ecosystem in 2025, 91 percent of them in plugins, and put the weighted median time to first exploit at five hours (Patchstack). Since 31 March 2025, PCI DSS requirement 6.4.3 has required scripts on payment pages to be inventoried, authorised and checked for integrity (PCI Security Standards Council).
None of that appears in a WooCommerce build quote.
The twenty firms below come from Clutch, compared on how much of their commerce work is actually WooCommerce. The guide prices the build and the upkeep, and it is written so you ask about plugins, checkout scripts and PHP versions in the first call rather than in month nine.
Key takeaways
- 47.8% of websites with a known e-commerce system run WooCommerce, which is 8.0% of all websites (W3Techs, 15 September 2026).
- 11,334 new vulnerabilities were found in the WordPress ecosystem in 2025, 91% in plugins, and 46% were not fixed in time for public disclosure (Patchstack).
- 5 hours was the weighted median time to first exploit for heavily targeted WordPress vulnerabilities (Patchstack).
- 31 March 2025 is when PCI DSS requirements 6.4.3 and 11.6.1 for payment page scripts and tamper detection became effective (PCI Security Standards Council).
- 45% is the median share of WooCommerce in the twenty firms’ e-commerce platform splits; WooCommerce is the largest platform for only eight of them (Brain Station 23 analysis of Clutch profiles, read 15 September 2026).
- $5,000 is the median minimum project across the twenty, and eight publish $150 to $199 an hour (Clutch profiles).
- 31 December 2026 is when security support for PHP 8.2 ends (PHP).
- 70.22% of online carts are abandoned on average, and 19% of shoppers who abandon for a reason other than browsing cite not trusting the site with card details (Baymard Institute).
WooCommerce in 2026: the largest store platform, and the largest attack surface
WooCommerce is the most widely deployed e-commerce system on the web. W3Techs reports that 8.0 percent of all websites use it, 47.8 percent of sites with a known e-commerce system, and that WordPress, the platform it runs on, powers 40.3 percent of all websites (W3Techs).
The market around it keeps growing. US retail e-commerce reached $340.2 billion in the second quarter of 2026, seasonally adjusted, up 12.2 percent on a year earlier and 17.1 percent of all retail sales (US Census Bureau).
Most of that traffic still leaves without buying. Baymard’s average documented cart abandonment rate is 70.22 percent across 50 studies (Baymard Institute). Among shoppers who abandoned for a reason other than browsing, 40 percent cited extra costs, 20 percent slow delivery, 19 percent not trusting the site with card details, 18 percent forced account creation and 17 percent a checkout that was too long or complicated.

Three of those five reasons are things a WooCommerce developer controls: account creation, checkout length and trust signals. The other two, shipping costs and delivery speed, depend on integrations with carriers and fulfilment systems, which is where most WooCommerce custom work goes.
The platform underneath has its own calendar. PHP gives each version two years of active support and two more years of critical security fixes only. PHP 8.1 is no longer in PHP’s supported versions table, security support for PHP 8.2 ends on 31 December 2026, PHP 8.3 on 31 December 2027 and PHP 8.4 on 31 December 2028 (PHP).

So brief a WooCommerce vendor with your PHP version, your plugin list, your payment gateway and your checkout conversion rate, before you describe a single new feature.
What WooCommerce development costs in the US
Salary data for this work disagrees sharply.
PayScale reports an average of $61,364 for a WordPress developer, but on only 52 salary profiles (PayScale, updated 1 June 2026). Salary.com puts the average WordPress developer at $104,897 as of 1 September 2026, with the middle half earning $96,527 to $113,324 (Salary.com). ZipRecruiter reports $109,905 for a WooCommerce developer as of 15 September 2026, with the middle half at $84,000 to $134,500 (ZipRecruiter).

The $48,541 gap is partly a sample problem: 52 profiles is too few to anchor a budget. It is also a real split. “WordPress developer” covers people who configure themes and people who write custom plugins and payment integrations, and a WooCommerce store needs the second kind.
Agency pricing is unusually accessible at the entry point. The median minimum project across the twenty firms below is $5,000, and eighteen report a most common project size under $50,000 (Clutch profiles, read 15 September 2026). Hourly bands still run from under $25 to $199, and eight firms publish $150 to $199.

A low minimum buys a theme-based store. It rarely covers a custom checkout, an ERP or inventory integration, or a PCI-aware script inventory. Eight factors decide where a quote lands.

Catalogue size and product complexity come first, because variable products and subscriptions change the build. Theme or custom design follows. Checkout and payment gateway work, including script control, is where risk concentrates. Integrations with ERP, inventory, shipping and tax systems add scope, and migration from Shopify or Magento adds data work. Plugin count decides future upkeep, and hosting and performance targets and accessibility close the list. Ask every vendor to price these eight lines separately.
The Top 20 WooCommerce Development Companies in USA, compared
Clutch has no separate US page for WooCommerce, so we used Clutch’s WooCommerce developers directory filtered to the United States, sorted by Clutch Rank and read on 15 September 2026. The filter lists 1,462 firms. The second row was a paid sponsor placement, CoSpark, which we removed. Firms 2 to 21 below are the next 20 in Clutch Rank order.
Brain Station 23 is placed first because we publish this article. We are US-headquartered and Premier Verified on Clutch, but e-commerce development is 5 percent of our published services and WooCommerce 20 percent of our e-commerce platform split, so the directory’s ranking did not place us in its top 20 and we are not claiming it did.
Every overall rating below sits between 4.7 and 5.0, so the stars do not separate these firms. The WooCommerce Focus column does: it shows WooCommerce as a share of each firm’s published e-commerce platform split.

Team sizes, service splits, e-commerce platform splits, industries and locations are from each firm’s published Clutch profile, read 15 September 2026. Trango Tech’s “Demandware” listing is shown as Salesforce Commerce. “Best For” is our reading of that data. Engagement models and certifications are not published consistently across these profiles, so we have left them out rather than guess.
Profiles are grouped by the kind of buyer each firm suits, and the numbers match the table. Each caution comes from the Review Highlights Clutch publishes from the firm’s verified reviews. Certifications are self-published and unverified by us, and none of these profiles carry PCI, ISO or WooCommerce partner credentials, which is why the profiles say to ask.
1. Brain Station 23
We publish this article and placed ourselves first, so read this entry as the publisher’s pick. E-commerce development is 5 percent of our published Clutch services, and WooCommerce is 20 percent of our e-commerce platform split, below the median of 45 percent for the firms below. Most of what we sell is engineers embedded in client teams, which is 60 percent of our work, at a $25 to $49 band that only four firms below match or undercut. Where we help with the risks in this guide is process: ISO 27001 and SOC 2 Type II controls over access, change and third-party code. Our 21 reviews score Quality at 5.0 and Cost at 4.9, and reviewers have asked for tighter internal coordination. If you want a WooCommerce studio to own design and build, choose from the firms below.

21. Trango Tech
Trango Tech lists Dubai first among four offices, with Riyadh, Salt Lake City and Chicago. Mobile is 40 percent of its services, and its platform split covers twelve systems, WooCommerce among them at 10 percent. Its 30 reviews score 4.7, the lowest rating here, with Schedule and Cost at 4.5. Clutch records requests for faster minor updates, more documentation and more early check-ins. Those are exactly the post-launch terms to fix in the contract.

What the twenty profiles show
We tallied the published data behind every profile. None of it is a ranking. It shows what normal looks like on this Top 20 WooCommerce Development Companies in USA list, so a proposal that is out of line stands out.
WooCommerce is often not the main platform. WooCommerce’s share of each firm’s e-commerce platform split runs from 10 to 100 percent, with a median of 45 percent. It is the largest platform for eight firms and ties for largest at four more. For the other eight, Magento or Shopify leads. Fifteen of the twenty also list Shopify, and eight list Magento (Brain Station 23 analysis of Clutch profiles, read 15 September 2026).

The WooCommerce specialists are small. The seven firms where WooCommerce is 65 percent or more of platforms include rtCamp, with 250 to 999 staff, and six firms with fewer than 50. Four firms on the list have 2 to 9 staff.
Entry prices are low; hourly rates are not. Minimums run from $1,000 to $25,000, with a median of $5,000, and eighteen firms report a most common project under $50,000. Yet eleven publish $100 an hour or more, and eight publish $150 to $199.
Schedule is as weak as cost. The twenty carry 793 reviews, with a median of 22.5, and four firms hold 55 percent of them. HTMLPanda scores identically on all four sub-scores. Of the other nineteen, Cost is the lowest or joint-lowest for eleven and Schedule for nine.

The cautions are about time and after-launch terms. Clutch’s review summaries flag timelines, scoping or delays for six firms, design or QA for three, pricing or billing clarity for two, communication for two, project leadership for two, and post-launch maintenance or updates for two. Hooked On Code has no improvement area listed, and HTMLPanda’s summary finds none significant.
Seven list offices outside the US, in India, the UAE, Saudi Arabia, Portugal, England and Canada. Trango Tech lists Dubai first.
How to shortlist a WooCommerce company
Order the filters so the first removes the most firms.

Step 1: Decide whether WooCommerce is fixed. If you are still choosing between WooCommerce, Shopify and Magento, a multi-platform firm helps; if not, prefer a WooCommerce-first firm.
Step 2: Check the platform split. Eight firms here lead with another platform.
Step 3: Match budget to minimums and bands. Minimums are low, so compare hourly bands and the most common project size instead.
Step 4: Ask about checkout scripts and PCI scope. A vendor should explain how scripts on the payment page are inventoried and monitored, or how an embedded gateway keeps you eligible for SAQ A.
Step 5: Ask for their plugin policy. Fewer, maintained plugins mean fewer vulnerabilities to patch.
Step 6: Read schedule scores and cautions. Schedule is the weakest sub-score for nine firms.
Step 7: Buy a store audit. A paid review of plugins, PHP version, checkout and performance shows how the firm works before you commit.
How to buy WooCommerce development: four engagement models
The engagement model decides who pays when a plugin conflict turns a two-day task into a two-week one.

Fixed price moves overrun risk to the vendor, who prices it in. It suits a theme-based store or a defined migration. It fails when integrations are still unknown.
Time and materials keeps the risk with you. It suits custom checkouts, ERP integrations and migrations from Shopify or Magento. Cap each phase.
Care plan or maintenance retainer covers plugin and core updates, security monitoring, backups and small changes. It is the line most small stores skip, and two firms here have review cautions about post-launch maintenance or updates.
Staff augmentation adds WooCommerce developers to your team. Codup, rtCamp and Brain Station 23 publish staff augmentation lines. It fails when nobody in-house owns the plugin list.
The technical question: keeping an existing store current
Most WooCommerce work is on stores that already exist, and the order of the upkeep decides whether an update is routine or an outage.

The steps, in the order that keeps them safest:
Step 1: Take a full backup and a staging copy. Test every change on staging with real order flows first.
Step 2: Inventory plugins. List every plugin with its last update date, and remove the ones nobody uses. With 91 percent of new WordPress vulnerabilities in plugins, each removed plugin is risk removed (Patchstack).
Step 3: Move to a supported PHP version. PHP 8.2 security support ends on 31 December 2026, so plan for 8.3 or 8.4 (PHP).
Step 4: Update WordPress, WooCommerce and extensions together on staging. Test checkout, payments, tax and shipping before production.
Step 5: Inventory checkout scripts. List every script on payment pages with its purpose, as PCI DSS requirement 6.4.3 expects for merchants in its scope (PCI Security Standards Council).
Step 6: Set up monitoring. Uptime, checkout errors, file changes and payment page tampering alerts.
Step 7: Schedule the updates. A fixed weekly or fortnightly window, with emergency patches applied the same day.
Red flags: eight answers to walk away from
Some answers in a sales call should end it, or at least move a firm down the list.

“There’s a plugin for that.” Ask how many plugins the build will use and who maintains each.
“We update plugins when something breaks.” With a five-hour median time to first exploit, that is too late.
“PCI is the payment gateway’s problem.” Ask which SAQ applies and who manages checkout scripts.
“Our premium plugin licences cover your site.” Licences should be in your name so updates keep coming.
“We host it on our server.” Hosting, backups and access belong under your account.
“Updates go straight to live.” Ask for a staging site.
“The theme can’t be changed.” A store tied to a proprietary theme is hard to move.
“Maintenance is extra, we’ll quote later.” Get the care plan price before signing the build.
After launch: what the build quote leaves out
The list tells you who can build a WooCommerce store. This part covers what store owners wish they had settled before the final invoice, and what recurs for as long as the store sells.
What you must own before the final invoice
WordPress administrator accounts, with your own named admin user and the agency added as a separate user.
Premium plugin and theme licences, bought under your email address, because updates and security fixes stop when a licence lapses or leaves with the agency.
Hosting, domain, DNS and SSL, under your billing.
Payment gateway, tax and shipping accounts, in your company’s name, with API keys you can rotate.
Backups you can restore without the agency, stored outside the hosting account.
A list of every plugin and every checkout script, with who added it and why.
The bill that arrives after launch
The build quote covers the store. The rest recurs.

The recurring lines are hosting, premium plugin and theme renewals, payment and shipping extension subscriptions, security monitoring and updates, PHP upgrades, backups, performance and conversion work, and change requests. Get the care plan price in writing before signing the build, and compare vendors on three years of cost.
Security is a recurring cost
WooCommerce inherits WordPress’s plugin risk. Patchstack found 46 percent of 2025’s WordPress vulnerabilities were not fixed in time for public disclosure, and that the common hosting security solutions it tested blocked only 26 percent of attacks (Patchstack). It also listed a 2023 WooCommerce Payments flaw among the most exploited vulnerabilities.

Checkout pages carry an extra obligation. PCI DSS requirements 6.4.3 and 11.6.1, effective 31 March 2025, cover payment page script management and tamper detection; merchants using SAQ A must instead confirm their site is not susceptible to script attacks that could affect their e-commerce systems (PCI Security Standards Council). The average US data breach cost a record USD 11.5 million in IBM’s 2026 report (IBM Cost of a Data Breach Report 2026). Ask vendors how quickly critical plugin patches reach production and who monitors the checkout for changed scripts.
Accessibility is legal exposure
Online stores are the main target. E-commerce accounted for nearly 70 percent of ADA web lawsuits, and more than 5,000 digital accessibility lawsuits had been filed by the end of 2025 (UsableNet). WebAIM found detected WCAG 2 failures on 95.9 percent of the top million home pages in 2026 (WebAIM Million 2026).
Write WCAG 2.2 AA into the contract, test product, cart and checkout pages with a screen reader, and treat accessibility overlay plugins with scepticism.
Contract clauses that surface in month nine
These rarely come up in a sales call and often decide the relationship later. This is not legal advice; have your own counsel review any agreement.
IP assignment on payment, covering custom plugins, theme code and design files.
Account and licence ownership, naming hosting, domain, payment gateway and every premium licence as yours.
Care plan scope, stating update frequency, emergency patch times, backups and what counts as a change request.
PCI responsibilities, stating who manages checkout scripts and supports your SAQ.
Transition assistance, a fixed number of hours at an agreed rate if you move vendors.
Rate escalation caps, subcontracting disclosure, liability caps and insurance, and non-solicitation in both directions.
How to leave without losing the store
Confirm ownership of hosting, licences, gateway and domain first. Export the plugin list and a full backup, and record walkthroughs of custom plugins, integrations and scheduled tasks while relations are cordial.
On the last day, remove the agency’s WordPress users and hosting access, rotate payment, shipping and API keys, and change the database and SFTP passwords.
Hire in-house or hire a WooCommerce company
Start with the wage. Salary.com puts a US WordPress developer at $104,897 and ZipRecruiter a WooCommerce developer at $109,905 (Salary.com, ZipRecruiter). For many stores, that is more than the annual cost of an agency build plus a care plan.
Hire in-house when the store is the business, changes weekly, and you can keep at least two people who know the plugins and integrations.
Hire a WooCommerce company for a build, a migration, a checkout redesign or a care plan you cannot staff. Keep every account and licence in your name so the choice stays reversible.
Combine the two when you have a store manager or developer but need specialist help with integrations, security or performance.
FAQ
How much do US WooCommerce companies charge?
The twenty firms here publish hourly bands from under $25 to $199, and eight publish $150 to $199. Minimum projects run from $1,000 to $25,000, with a median of $5,000 (Clutch).
How popular is WooCommerce?
W3Techs reports that 8.0 percent of all websites use WooCommerce, 47.8 percent of sites with a known e-commerce system (W3Techs).
Is WooCommerce secure?
It can be, with upkeep. Patchstack found 11,334 new WordPress ecosystem vulnerabilities in 2025, 91 percent in plugins, with a five-hour weighted median time to first exploit (Patchstack). Few plugins, fast patching and monitoring are the controls.
Does PCI DSS apply to a WooCommerce store?
Yes, if it takes card payments. Requirements 6.4.3 and 11.6.1 for payment page scripts became effective on 31 March 2025; merchants eligible for SAQ A must instead confirm their site is not susceptible to script attacks (PCI Security Standards Council). Confirm your SAQ with your payment provider.
Which PHP version should a WooCommerce store run?
A supported one. PHP 8.2’s security support ends on 31 December 2026, and PHP 8.3 and 8.4 are supported to the end of 2027 and 2028 (PHP).
What does a WooCommerce developer earn in the US?
ZipRecruiter reports $109,905 for a WooCommerce developer, and Salary.com $104,897 for a WordPress developer (ZipRecruiter, Salary.com). PayScale’s $61,364 figure rests on only 52 profiles.
Who should own premium plugin licences?
Your company. Licences deliver updates and security fixes, so buy them under your own account, and make sure they do not lapse or leave with the agency.
Why do shoppers abandon WooCommerce checkouts?
Across online stores, Baymard found the top reasons were extra costs (40 percent), slow delivery (20 percent), not trusting the site with card details (19 percent) and forced account creation (18 percent) (Baymard Institute).
Conclusion
The data behind this Top 20 WooCommerce Development Companies in USA list says three things. WooCommerce is the main platform for fewer than half the twenty, and the true specialists are small. Entry prices are low, with a $5,000 median minimum, but the hourly rates and the upkeep are not. And reviewers flag schedules almost as often as cost.
Any of the twenty can launch a store. What decides the next three years is the upkeep: how many plugins it depends on, how fast they are patched, who watches the checkout scripts, and whether the hosting, licences and payment accounts are in your name on the day you choose someone else.
